I don’t think you need the first statement to answer the question. The root of 169 is exactly 13.

That's not correct. Take it in reverse order. Does +13 & -13 both squares yield 169? Answer is yes. So not sufficient.
Therefore it has to be C

I agree with you the first statement is needed. I didn’t think of a negative figure for X

(1) x > 0
(2) x^2 = 169

IMO C

ST 1 : Tells x is greater than zero can be any number need not be be integer too.
St2: solving gives x=+-13

Together we get x=13
