State 2 - X^2= 169. Again we get two values i.e., +13 and - 13. But

when we combine, 
x>0 and x= +13 , we have a definite answer.

That's not correct. Take it in reverse order. Does +13 & -13 both squares yield 169? Answer is yes. So not sufficient. 
Therefore it has to be C
