If w is to be selected at random from the set P, what is the probability that w/3 - 8 is less or equal than 0 ?
(1) There are 10 different numbers in P. (2) All the numbers in P are integers positive less than 30.

The question is not well-written, so if this is copied accurately from a prep book, I'd suggest finding better-written material.
First, (w/3) - 8 will be less than or equal to zero if w/3 is less than or equal to 8, so if w is less than or equal to 24. So we want to know the probability, when we pick one value from the set, that the selected value will be 24 or less. Since we're just picking one thing, we really just want to know "what fraction of the values in set P are less than or equal to 24".
Statement 1 is not very useful on its own. I assume Statement 2 means to say that the values are all positive integers less than 30, but that doesn't tell us how many are less than or equal to 24 -- maybe they all are, or maybe only some of them are. Even using both Statements, we don't know what proportion of the set's values are less than or equal to 24, so the answer is E.
