case 1 : repetition of digits is allowed
3*3*3 ; 27 possible numbers
case 2 : repetition of digits is not allowed
3*2*1 ; 6 numbers

Naturally if you know exactly what is in the set, you can find the sum, so Statement 1 is sufficient. Statement 2 clearly is not, so the answer is A.
