Statement (1) One-third of the boys in the class own a bicycle.
Say x is the number of boys
x/3 own a bicycle
Not sufficient

Statement (2) Two-thirds of the girls in the class own a bicycle.
Say y is the number of girls
2y/3 own a bicycle
Not sufficient

Combined
Total boys and girls = x+ y
Total boys and girls who own a bicycle = x/3 + 2y/3
Percentage who own a bicycle ={x/3 + 2y/3 }/(x+Y)
Not sufficient
(E) is the answer IMO
Bunuel

Concept of Weighted Average

Given that (1/3) of the # of Boys (B) have a bicycle

And

Given that (2/3) of the # of Girls (G) have a bicycle

The overall percentage of (B + G) that have a bicycle will depend on the Relative Value of Boys to Girls present in the class.

Since we do not have this “weighting”, all we know is that the percentage must be between (1/3) and (2/3), the two “data points “
