The answer is A.

There are fewer than 9 coins in total. Let 'x' = No. of quarters and 'y' = No. of dimes. So, x+y < 9.

Statement 1 : The total value of Mark’s coins is $1.70.
Now , we have the following different values for (x,y) = (2,12); (4,7) ; (6,2).
Only (6,2) qualifies for the condition x+y<9.
Sufficient.

Statement 2 : Mark has three times as many quarters as he has dimes.
This says x= 3y. So, 4y<9. 'y' can be 1 or 2.
Insufficient.

(1) The total value of Mark’s coins is $1.70

(2) Mark has three times as many quarters as he has dimes.
