From the question stem we have - # of cats = (# of dogs)/2 = (# of Fish)*3
Statement 1 - We can find the number of all animals using the eqn above, hence can find the probability, we don't need to calculate the probability actually. Sufficient.
Statement 2 - Since all the pets can be expressed as cats, then after finding the number of cats, we can find the number of other animals, we can find the probability asked for. Sufficient
