With a 680/Q51, you should apply to any Business Schools that interest you. While that overall score will be 'below average' at each of the Top5 Schools that you might be considering, it is 'in range' of all of them. With a strong OVERALL application, you could very well receive an invitation to attend. That having been said, if the Q51 is a 'given', then a bit more focused Verbal study could help you significantly improve your Verbal Scaled Score (and thus your Overall score).
Based on what you've described, you took a 'book heavy' study approach to the Verbal section, which might be part of your problem. Many Test Takers who use that type of approach get 'stuck' at a particular scoring level, and I think that is what's happened here.
