Uage of 'THAT modifier

Question

Can you please suggest if the usage of 'THAT' modifier below is correct
Oil is being sold for three times the price,per liter, that a most profitable company charges for .....

Can That modifier jump off a modifier phrase and refer to the noun before the modifier ( the entertainment ,by clowns , that the resort offers...)
Quite confused with the above two usages.Please shed some light on this

I think that in this particular case "that" refers to the price that a most profitable company charges , so that=the price , +that in most cases is a restrictive modifier that modifies the exact previous noun.

On a general note, can you please let me know the function of that in the below sentence:

He provided a reason to doubt Mansour's assumption "that" supply of nonpolluting energy will increase in line with demand .
Is "That" a modifier here modifying "assumption"?
Is yes, why doesn't it have its own verb; for example ; He came in the car that was petrol driven. Here "that" modifies car and that has its own verb "was".
Anything I am missing out here?

Yes, the 'that clause' is modifying 'assumption.' It acts as an appositive clause, not as a relative clause. It renames "Mansour's assumption."
The 'that' does not have a subject/object role to play in the actual clause and it modifies an abstract noun (assumption).

Another example:
The fact that he won the tournament is enough for me.

By the way, grammar is vast. Deep diving too much into it will waste your time. Look for errors in options to eliminate them.

To answer your query, yes; here "that" forms part of a modifying phrase; the phrase in question - "that supply of nonpolluting energy will increase in line with demand" - does not have a verb that acts upon the modified noun because it is an appositive - its purpose is to define the modified element.

In this case, the modifier specifies what the assumption is, thus it does not need a verb to act upon the noun "assumption" because it carries with it an inherent implication of the verb "is".
