GMAT matters, but is also only one of the components. I would say go for the optional essay but still get a proper answer on this. I'm just giving my inexperienced opinion!

Hi MIAJJ, I can't imagine trying to balance GMAT studies with a newborn -- both are hard enough on their own! Yes I definitely think that is worth addressing in an optional essay. Helps to show you are aware your score is below the school's average and acknowledge that you put in a lot of effort with the test. Keep it short and sweet though!

Hi again, happy to help. Did you end up canceling any of your scores? If so, then I would just say something like "I took the GMAT several times" or "multiple times" and you don't need to disclose the full number.

And yes, I would disclose that you have family connections nearby and thus the school is your top choice. That would be a plus since they would know that if they do make an offer to you, you are very likely to accept.

I have two additional questions.
-Should I mention that I took GMAT 6 times? Maybe it shows that I have put a lot of effort?
-I am applying only to this B school, because my family has recently relocated in the area. Should I comme t this and would this be a plus?
