Maryland hands down. Not to mention the money.

Maryland is a DC school. Rice is in Houston. Are you interested in oil & gas? If so, then go with Rice. For anything else go with Maryland.

Rice has a decent B-school and even though it may be a bit higher ranked your job prospects are much lower than if you went to Maryland which has access to DC, NYC job markets, internships, interviews and is well known here on the east coast.

You seriously need to look at the employment statistics. Access to those markets is great, but ALL of marylands consulting placement is federal and not strategy or general management that the OP is looking for. Look at the employment report.
