How has your career has developed over the last 11 years. Public sector roles leave little room for fast track growth and early promotions that demonstrate potential. For older MBA applicants, schools want to make sure that an MBA is not just a way to escape stagnation, but rather a strategic move to build on an already strong career. For more experienced candidates, an MBA should complement the significant career progression already demonstrated. All things considered, your GMAT definitely needs to be improved. It is unlikely that schools will grant you a waiver (and even if they do, they may not take your intent seriously).

Have you done your own research and identified specific schools or regions you want to target? Another hard truth is that moving abroad directly after a public sector job may take more convincing, as such jobs are generally considered less internationally focused, which may affect your perceived employability in global markets. I appreciate that you are casting a wide net with T35 schools but keep employment outcomes as a top factor in your research. If you dont already have a post grad, you can also Include top Indian B schools and later leverage their global network to move abroad.
