Right now I'm hitting a 37 on my practice, I have a 42 in verbal, so this is really bringing me down. I'm aiming for the low to mid 700s, so it seems that since quant is my biggest weakness it is where I should focus my efforts, I'm not weak in anyone particular area, I bought Knewton and have Kaplan GMAT, plus GMAT quant OG, what should I do?

I started around the same spot in my studying. I found that I certainly needed to brush up on the fundamentals, which I have largely done through MGMAT's five quant guides. They also have a more basic fundamental guide, but if you're in mid-30's, IMO, you don't need that. After going through all of those guides (as well as OG alongside them), then you should be in low 40's, at least. Then, progress to GMAT Club tests to get yourself into high 40's. That's my plan which I feel will work for you as well.

try solving the question topic by topic starting with easy difficulty and moving forward to medium and hard.

Prepare a xls sheet (topic by topic).. and keep a track of your progress on a daily basis. Use color coding (Red,Orange,Green).
Red: You are weak in theory - brush up your concepts.
Orange - Done with theory but weak in application of the concepts
Green - Done with the topic

Go back to the theory for those topics which are in red. And then move them to orange when you are done with them and then to green when you are done with the practice too!
