I think the issue at hand here is that we cannot tell which digit comes first.

Here is my explanation:

Digit1 = a
Digit2=b

so x = 10a + b

1 )a + b = 4 insufficient on own
2) a - b = 2 insufficient on own

1+ 2: Together: 
Solving for a & b,
a = 3 and b = 1

However the issue now is:

Is the x = 31 or 13? because in both cases we can get a + b = 4 and difference between digits = 2

Thus the data provided is insufficent and answer is E

Let the two digit number be ab

1) a+b=4
INSUFFICIENT

2) |a-b|=2
=>a-b= + 2

INSUFFICIENT

1& 2

a=3,1
b=1,3
hence two number we are getting 31 and 13 but we cant speak of anything specific between the two.

hence INSUFFICIENT

here you go, s1 and s2 are not sufficient straight way, so now check with s1+s2 then u get 31 or 13 so even then NS
