Solution: x% b = c ==> x*b/100 =c ==> x = 100(c/b) = 100/1.25 = 80

We are given B/C=1.25
C is what % of implies C/B %. As we already have value for B/C, to find C/B just invert B/C

1/(B/C)=1/1.25=0.8

Now convert 0.8 to percentage

0.8 =0.8*100=80%

Did it in 50 sec, so maybe it will be helpful for somebody:

1) b/c=1,25=5/4 => 5c=4b => c=4b/5
2) we are given that c=xb/100 (x is what we are looking for)
3) replace c in step 2 with c=4b/5 in step 1 => 4b/5=xb/100 => 400b=5bx => 400=5x => x=80

So, E is the answer

b/c = 125/100 = 5/4

So, 4/5 is 4*20%= 80% (1/5= 20%)
