i read this in the MGMAT guide : do not use "has had" or "had had" until there are two events that have taken place and you need to differentiate in their timing. Here there is no need to differentiate in the time line, so depending on the rest of the sentence and options eliminate and use either "has" if the rest of the sentence is in present or "had" if in past.
Always avoid "has had" and "had had" unless there are two events.
