Yes, there has been a gradual and continuous shift away from idioms to make the test more fair to non-native English speakers. Emphasis on meaning-based questions is stronger as a result. This concept of structure and meaning is something we cover in our video course and video explanations to questions on our online Q&A platform.

I can also confirm now, that such shift toward meaning is indeed makes easier SC questions for tech-people, because solving this type of questions could be algorithmized, as opposed to remembering a bunch of exceptions.
