Like vs as

Question

MGMAT SC 5th Edition Chapter 5, Q14 has following sentence mentioned:

The rapid development of India in the twenty-first century is like that of England in the eighteenth century.

Is the use of that right over here? Shouldn't it be as?

The rapid development of India in the twenty-first century is like that of England in the eighteenth century.

For Comparison: 'Like+Noun' and 'As+Clause'
For Role/Function: 'As+Noun'

In above sentence, Comparison is given with 'Like+Noun (phrase)' hence correct. Here like means 'Same as'

The rapid development of India in the twenty-first century is  like(same as)   that(rapid development)  of England in the eighteenth century.

Yes, quite simply put:

LIKE is used or comparisons of things/NOUNS

AS is used for actions/VERBS

In the above case, we have THE RAPID DEVELOPMENT -- which is a noun phrase -- so using LIKE is correct.
