No. It is only for hypothetical situations or less likely situations (hypothetical subjunctive)
The list of bossy words for command subjunctive -both used with 'that' and 'to' construction is given on page 114 of the MGMT SC guide 4th edition.

Can we use Subjunctive for Claim, contend and rule as well?

E.g. Page 217 of MGMAT SC 5th Edition said following sentences are correct:

They CLAIMED THAT gold was growing scarce.
They CONTENDED THAT the price of gold would rise.
The court RULED THAT the criminals were guilty of fraud.
