I have seen in many examples that the use of modifiers such as who,that,which are repeated in a sentence to create a parallel structure. e.g
WRONG : The consultant is looking for a cafe where there are comfortable chairs and that provides free internet access.
RIGHT: The consultant is looking for a cafe [THAT has comfortable chairs (and) THAT provides free inter net access
Is it essential to follow this rule or are there xceptions?

From a pure symmetry perspective, you would want the sentence to be either:
The consultant is looking for a cafe where there are comfortable chairs and where free internet access is available.
Or
The consultant is looking for a cafe that has comfortable chairs and that provides free internet access.
In any case, hopefully you are also aware that repetition of the relative pronoun is not really mandatory. So, following is also correct:
The consultant is looking for a cafe that has comfortable chairs and provides free internet access.
However, if this symmetry is not possible at all (at least in any elegant way), then the relative pronoun might change. For example, following is correct:
Jack is a student who is academically very good and whose elder brother is equally good.
Let me know if you want an official example, and I can dig it up.
By the way, in very rare circumstances, a completely different structure on both sides of and is also valid. For example:
Peter scored well as a result of hard work and because he was determined to excel.
The saving grace is that in all such circumstances, all other options had horrible errors).
