When acting as a noun it is always plural.
Eg.
The Police have been informed.

When acting as a modifier it can be singular.
Eg.
The police force has arrived.

Or plural
Eg.
The policemen have arrived.

Collective nouns are always singular.

So police, a collective noun, is very much singular.

Aamirso, Yes collective nouns are treated as singular, however in case of "Police", it is treated as Plural, this is what I have found after a lot of research everywhere on internet.
Also check the response of udit816, he has very well explained it.
