This is a classic resolve and explain type. The two facts presented are seemingly paradoxical and we have to pick the answer choice which resolves this paradox. Here is my take on the question.

C. The complaints made by the residents of Tibica against the corporations that supply water are always driven more by perception than by ground realities. The question stem does not provide any evidence for that, we can't use this statement to complete the argument.
D. TMWC, which used to supply water uniformly across the city, has rearranged its distribution such that TMWCs water supply in an area is proportional only to the demand in that area. The complaints are not explained in such a case. Moreover, the argument doesn not state the complaints are from which part of the city. This doesn't correct the paradox of the question.
E. Even though TMC increased its supply of water to the city, it didnt ensure that the supply was proportional to the demand.This leaves room for ambiguity. The supply was not proportional to the demand may either imply the supply was more than the demand, or alternatively, it may imply the supply was less than the demand. Only one of which can help resolve the paradox - which means this answer choice is not sufficiently "inferred" by the passage.
