I think both the idioms are correct.
In the given SC, the usage of require changes the meaning of the sentence.
We can eliminate A and E since "concentration for the killing of " is wordy
Now let us eliminate the bluff:
a 60 percent minimum alcohol concentration = X
most harmful bacteria and viruses = Y
Re-read the remaining answer choices:
b) require that there be a 60 percent minimum alcohol concentration to kill
>>hand sanitizers require that there be X to kill Y
c) require that a 60 percent minimum alcohol concentration be present to kill
>>hand sanitizers require that X be present to kill Y
d) require a 60 percent minimum alcohol concentration to kill
>>hand sanitizers require X to kill Y
