IMO, it is C.

D is not parallel, the type of word after "not only" must be the same after "but also". Also, the passive voice in D is not clear. We don't know who has prompted companies.

D must be a typo. Answer can not be anything but C. The error in D is too obvious.

my pick is C. not only but also idiomatic and the sentence flows smoothly.
A: changes meaning consumers vs companies.
B: but it also prompted them, suppose to refer to companies not to consumers.
C: correct
D: not only has... and but also companies, not parallel. Both pieces of not only but also idiom must be parallel. 
E: idiom but also is separated by IT; missing HAS led. 
Please provide source of OA.
