The activists are taking credit for enforcing of certain laws. These laws require that certain species be on banned list.
B) requiring that certain species be on banned lists is protecting - We need to use subjunctive form of verb here since laws don't come with options. The Law is protecting certain species.
E)to require certain species on banned lists is protecting[/quote] - To require doesn't make sense. The law is in force so it has to be "the laws requiring".
Therefore, the Answer is B.
