Help can be used with or without "to." :)

A. idiom : both A and B - wrong
B. they can not refer to investors' + speculation redundant with possibly- wrong
c. correct- no error

"Both" used with other conjunction phrases, such as "along with" and "as well as" are not preferred. Also, "decision" is a common verb that should be followed by an infinitive.

B. that borrowing rates be raised and investors' speculation of possibly another increase on the way helped to bolster the dollar in recent weeks because they made
"Speculation" and "possibly" are not necessary. Who is "they" referring to? The two decisions? Also, "decision" is a common verb that should be followed by an infinitive.

C. to raise borrowing rates and investors' speculation that another increase might be on the way helped to bolster the dollar in recent weeks by making
Best of the choices.

D. to raise borrowing rates, along with investors' speculation that another increase might be on the way, helped bolster the dollar in recent weeks because it made
Who is "it" referring to? "Along with" again not preferred.

E. to raise borrowing rates and investors' speculation of possibly another increase on the way helped bolster the dollar in recent weeks because they made

"Speculation" and "possibly" are pretty redundant. "They" problem shows up again.

might also denotes possibility in option C...and this is the reason i discarded option C.

Here two dependent clause are seperated with comma which distorts the right meaning
