E-mail from Economics Department Chair to Graduate Coordinator January 23, 10:02 A.M.
Last month I visited with our econometrics instructor to discuss the possibility of offering a new course on spatial econometrics. Two weeks ago, we decided to open the course to both graduate and undergraduate students. The dean of the college said that he will not open the course unless at least 15 students sign up by February 1. Do we need to offer extra points or other incentives for students to sign up?

Two weeks ago, we decided to open the course to both graduate and undergraduate students. The dean of the college said that he will not open the course unless at least 15 students sign up by February 1. Do we need to offer extra points or other incentives for students to sign up?
The economics department will offer a course in spatial econometrics if more than 14 students sign up for the course.: Yes
The economics department cannot spend more than $800 on Eviews software unless more than 10 students sign up for the course.: No
The graduate coordinator believes that the economics department will be able to open the course.: Yes

Part 1: The economics department will offer a course in spatial econometrics if more than 14 students sign up for the course.
From Email #1: "The dean of the college said that he will not open the course unless at least 15 students sign up by February 1."
i.e. the minimum number of students needed to open the course is 15.
The question statement says "The economics department will offer a course in spatial econometrics if more than 14 students sign up for the course."
As, number of students will be a non negative integer, more than 14 students sign up = 15 students.
This is explicitly mentioned in Email #1.
Hence, the answer is Yes.
Part 2: The economics department cannot spend more than $800 on Eviews software unless more than 10 students sign up for the course.
From Email #3: "The budget for software is somewhat flexible. However, it is not to exceed $1,000 under any circumstances."
As stated in Email #3 there is no minimum threshold of student sign ups to spend more than $800.
Hence, the answer is No.
Part 3: The graduate coordinator believes that the economics department will be able to open the course.
