Two consecutive age groups. Need to check for the steepest part of the graph for consecutive age groups. One look at the graph clearly states that 15-19 to 20-24 are the consecutive groups with the steepest change = greatest diff in migration rates -> 9.5 - 4 = 5.5 -> Among the options, closest by 1/2 is 6. Ans. B.
9.5% - 4% = 5.5% So, how it can be 6? If 5.5. is exactly in the middle 5 ----- 5.5 ----- 6
Take into consideration that statement did not say "to the nearest Unit".

I think it's just a lame way of saying that the answer choice is within a half unit of the actual number. Notice that the question does not say "rounded to the nearest half." It says only "to the nearest half."
