Hi could anyone help me here as to how the answer to the first question is Secret Service? Is it asking for the same percentage killed which should be Custom Services.

The Y axis is to be looked at separately. Both have 3 per thousand giving equal%. I also had initially compared it with the x-axis as that is how we generally read a graph. But this particular graph acts as more of an overlapping set. Some who were assaulted could have been killed/injured or all. The question asks for the percentage that was equal to the total not percent that was equal to assault. Hope it makes sense.
