But the number of refugees drastically increased from 2000-2005 right? So isn't that enough to hypothesize that the countries surrounding it may not be politically and socially stable?

No part of question stem explicitly mentions this claim or points us to this conclusion. There is no argument supporting or opposing this statement =>  Out of scope . Also nowhere in the question is mentioned to infer anything related to stability, much less about politically and socially stable. This is also a general thumb rule in Data Insights questions.

1. How do we not conclude, by extrapolation, that it could be economic stability rather than political/social stability?
2. Maybe it could be that in the given list of countries refugee influx increases (as seen for country M in year 2005) when country is more unstable compared to previous year? Again, which kind of instability are we talking about?
