Can anyone please explain why I am wrong in selecting 
North as No
South as Yes
Central as No

The current mode of north is 12 occurring 3 times, addition of any number will not change mode in north and similar for central which has current mode of 14

For south the mode may change if seventh vehicle has 11 or 10.

Kindly let me know where I am wrong

There's only possibility of change in mode for South location and no possible change of mode can occur for remaining 2 locations.

I believe OA is incorrect.

shouldnt the answer choice be inverted? for north - since there are 3 already with 12 deliveries and the rest with 1 frequency, adding one more doesnt matter be it 12 or other number same for central and south should have yes, as it can be 11 and tie with 10
