The manager starts the route at the branch having the highest-priority issue. After each visit, the manager travels to the unvisited branch that requires the least travel time from the branch just visited. The table shows the travel times, in minutes, between the six branches.

not exactly understanding the table, the horizonal and vertical both has branch name, also what does 0 mean, does it mean the least amount time travelled so = highest priority?
