The manager starts the route at Easton because Easton has the highest-priority issue. After each visit, the next branch must be the closest unvisited branch to the branch just visited.
From Easton, the closest unvisited branch is Crestview, 12 minutes away.
From Crestview, the closest unvisited branch is Ashton, 8 minutes away.
From Ashton, the closest unvisited branch is Fairview, 10 minutes away.
From Fairview, the closest unvisited branch is Brookfield, 9 minutes away.
At that point, Dunham is the only unvisited branch, so it is visited last. The trip from Brookfield to Dunham takes 11 minutes.
Thus, the route is:
Easton - 12 min - Crestview - 8 min - Ashton - 10 min - Fairview - 9 min - Brookfield - 11 min - Dunham
So the order of visits is:
Easton, Crestview, Ashton, Fairview, Brookfield, Dunham
• The branches in Crestview, Ashton, and Fairview will be visited consecutively in that order.

not exactly understanding the table, the horizonal and vertical both has branch name, also what does 0 mean, does it mean the least amount time travelled so = highest priority?

It doesnt matter how you read, it gives you distance between any two places.
You will find 0 at the junction of same places: A to A, B to B and so on, as distance would be 0 in such cases.
