not exactly understanding the table, the horizonal and vertical both has branch name, also what does 0 mean, does it mean the least amount time travelled so = highest priority?

It doesnt matter how you read, it gives you distance between any two places.
You will find 0 at the junction of same places: A to A, B to B and so on, as distance would be 0 in such cases.

A regional service manager must visit exactly six branch offices, located in Ashton, Brookfield, Crestview, Dunham, Easton, and Fairview, once during the day. The manager starts the route at the branch having the highest-priority issue. After each visit, the manager travels to the unvisited branch that requires the least travel time from the branch just visited. The table shows the travel times, in minutes, between the six branches.
