Because we cannot find a direct relation between the two line graphs. There seems to be no consistent pattern that could explain the particulate spikes. Consider the period between 03-01-2007 & 06-01-2007, the inches of rain are fairly around 5.5 inches, yet the particulate ppm is no consistent enough to draw any conclusion.
