St1: Y > X
Assume Y = 2; X = 1 then X/Y is not an integer
Assume Y = 2; X = 0 then X/Y is an integer
Not Sufficient
St2: Y/X is an even integer
We have 3 possibilities:
1) For positive integers, Y > X
or
2) Y = 0
or
3) For negative integers, Y < X
If Y > X and X and Y are positive, then 0 < (X/Y) < 1 and hence cannot be an integer.
If Y = 0 then X/Y is not defined and hence cannot be an integer.
If Y < X and X and Y are negative, then 0 < (X/Y) < 1 and hence cannot be an integer.
Sufficient
Answer: B

CASE 3: Y=5, X=0 X/Y Will be an integer
CASE 4: Y=-10, X=-20, Will be an integer
So this statement is not sufficient
STATEMENT 2: Y/X is an even integer
CASE 1: Y=0 X=3 ,X/Y Will be UNDEFINED
CASE 2: Y=10 X=5, X/Y Will not be an integer
CASE 3: Y=-20, X=5, X/Y Will not be an integer.
HENCE B IS SUFFICIENT.
ANSWER B

. Although I got the right answer for this question, I had skipped the possibility of Y < X (for negative integers) in my explanation for the second case.
