(1) The numbers of chocolates, gummy bears, and lollipops that each trick-or-treater received were in the ratio 3:4:5, respectively.

(2) Céilidh distributed a total of 24 chocolates, 32 gummy bears, and 40 lollipops.

Let's say that the number of trick or treaters that came to the door is A
That would mean that we have...

Ax + Ay + Az

equalling the number of candies handed out in total. That's about all we know for now.

(1) The numbers of chocolates, gummy bears, and lollipops that each trick-or-treater received were in the ratio 3:4:5, respectively.

Just knowing the ratio of candies does not tell us the values of x, y, z, or A.

(2) Céilidh distributed a total of 24 chocolates, 32 gummy bears, and 40 lollipops.

This means that Ax = 24, Ay = 32, and Az = 40.

Unfortunately, this still does not tell us anything about the exact number A. 
In some ways, 1 and 2 are telling us the same exact thing..

Although the total candies in 2 are distributed with the same ratio noted in 1, this gives us no specific value for the constant A.
A can be any common factor between 24, 32, and 40 (2, 4, 8) and still hold the same ratio.

Anyway, the answer is E because there could be one person receiving 24, 32 and 40 of each candy, or there could be eight people receiving 3, 4 and 5 of each, among other possibilities.

Can someone please explain why it's not C?

We are looking for n, i.e. number of children.

How thought about it... let's say the # of candies delivered in order of mention are: n x+ny+nz 
Statement 1: we need to know n which is missing as only x:y:z are given, so I understand this is insufficient.
Statement 2: Again nx:ny:nz = 24:32:40, we don't know the n, so this is insufficient.
Combined: Statement 1 gives me me ratio and gives me exact value,so this should suffice, isn't it?

nx:ny:nz = 24:32:40
=> 3n:4n:5n = 24:32:40
=> n = 8, isn't it?

There is one more possibility 
consider 24,32,40 distributed in 2 persons then it becomes 12*2,16*2,20*2
12,16,and 20 are in the ratio of 3:4:5
so there is no unique solution hence answer is E

Statement 1 is clearly insufficient

No of student can be anything in the same ration, which is infinity.

Now Student can be either 24,32,40 can be distrbuted in 3,4and 5 but also can be distributed in 3x2, 4x2 and 5x2. so not sufficient.
