If u r working and have residency in other country u can. Indians in my clg who are working in japan/ UK got their visas there

Basically apply for a new passport and fill ds160 again, pay all the fee again

The only caveat here is the sevis ID and if that ends up mapping you to your old application, then yeah you wont see fresh slots like others. You’ll only see refusal slots
