Hi,
Number is 9/3=3.... This is equal to no of numbers div by 3
9/3^2=1.... This gives you number div by 9

Total 3+1=4

The greatest value of 3 in 9! will be

9/3 = 3
3/3 = 1

Hence, the value of y will be (D) 4
