(1) |2x + 3| = 4 means that 2x+3 is either equal to 4 or -4.
2x+3 = 4, gives x = 1/2; while 2x+3 = -4, gives x = -7/2.
Since these are 2 distinct values, the statement is Not Sufficient to answer the question.

(2) |4x – 4| = 2 means that 4x-4 is either equal to 2 or -2.
4x-4 = 2, gives x = 3/2, while 4x-4 = -2, gives x = 1/2.
Since these are 2 distinct values, the statement is Not Sufficient to answer the question.

Combining the two statements, the only common value of x is 1/2, which is unique. So Sufficient to answer the question.

Hence C answer.
