This is a pretty popular question type.
If you feel the wording is somewhat complicated, you'll may find it easier to test answer choices, starting with the middle

C) 25%
When we test this answer choice, we get: 25% of 30 is 12.
Is this true?
No. 25% of 30 = 7.5
Eliminate C

Since we want the resulting value to be 12 (which is MORE than 7.5), the correct answer will be greater than 25%

Let's test D
D) 40%
We get: 40% of 30 is 12.
Is this true?
Yes! 40% of 30 = (0.4)(30) = 12

Answer: D

We have the equation that \(\frac{Percentage}{100} \space * \space Total = Portion\)

Any question on percentages asks us to find one of the variables given the other 2 variables.

Just remember that normally, the number which indicates the Total is followed by an 'of' for e.g., 50% of 100, what % of x etc.

The question asks, what % of 30 is 12?

We have to find the %, where the total is 30 and the portion is 12

Therefore \(\frac{Percentage}{100} \space * \space 30 = 12\)

% = \(\frac{12 \space * \space 100}{30} = 40\)%
