When travelling in a foreign country, one should always keep their passport with them at all times.

(A) their passport with them at all times
The pronoun one agrees with itself(one's) only. 'Their' usage is incorrect. Also one is singular & them is plural. Eliminate

(B) one's passport with them at all times
One is singular and them is plural. Pronoun them refers to one but does not agree with it. Eliminate

(C) one's passport close by at all times
Fixes all pronoun errors, hence answer choice C is the right answer.

(D) one's passport constantly with them
One is singular and them is plural. Pronoun them refers to one but does not agree with it. Eliminate

(E) his passport with him constantly
The pronouns him/his can refer to a man (noun), but there's no such noun here and hence, the generic (inclusive to all) meaning of the original sentence is lost. Eliminate

When travelling in a foreign country, one should always keep their passport with them at all times.

(A) their passport with them at all times --> SVA. one <=> one's passport
=> OUT

(B) one's passport with them at all times --> SVA. "them" can't be a pronoun of "one
OUT
(C) one's passport close by at all times
--> perfect

(D) one's passport constantly with them --> SVA. "one" # them
OUT
(E) his passport with him constantly --> wrong, it should be "him or her"
=> OUT

When travelling in a foreign country, one should always keep their passport with them at all times.

(A) their passport with them at all times

(B) one's passport with them at all times

(C) one's passport close by at all times

(D) one's passport constantly with them

(E) his passport with him constantly

In the non-underlined portion there is "one should always" one is singular so we can eliminate A,B,D because these options contains "their/them" in underlined portion which is plural

Between C and E
E contains "his passport with him" => why him, why not her?
foreign countries should not be gender biased, even she needs to keep her passport ;)

C avoids this issue
Hence IMO C

Outright we should eliminate A, B, D due to pronoun issue (One is singular and them is plural)
E assumes its a 'his' which is not stated anywhere

So correct option is C
