Hi!

I think I can understand grammatically why C is the answer, but I can't stop thinking whether the word "Plantation" is suitable instead of Planting..

because plantation is sounds more like a farming operation (i.e. banana plantation) instead of action of planting a certain amount of tree for certain causes.

Hi experts

Why is option B not the right answer choice ? As far as I know, in parallel construction, one sentence can be active while the other be passive. As it is the case here.
But is my understanding wrong and this option got eliminated only because of that reason ?

I am no expert, but attempting to answer this for you.
Choice B is comparing the two time frames, planting million of trees in the past at one location, and now observed all over the world.
We intend to compare the location.
That's where it is wrong.

a) Whereas, when first observed, more than a million trees were planted in Nebraska on Arbor Day, it is now observed throughout the nation and the world.
incorrect : if has no right referent, sentence structure is awkard

b) Whereas, Arbor Day was first observed with the planting of more than a million trees in Nebraska, now the entire nation and the world observe Arbor Day.
incorrect: observed with the planting doesn't make sense

c) Whereas, Arbor Day was first observed in Nebraska with the plantation of more than a million trees, it is now observed throughout the nation and the world.
correct: observed in place

d) Whereas, Arbor Day was first observed with the planting of more than a million trees in Nebraska, now the entire nation and the world observes Arbor Day.
incorrect: same issue as b % SV error the entire nation and the world observes(should be observe)

e) Whereas, Arbor Day was first observed along with the plantation of more than a million trees in Nebraska, now the entire nation and the world observe Arbor Day
incorrect: observed along with plantation .no sense
