Now we are comparing \(\frac{13}{17}\) and \(\frac{17}{21}=13+4/17+4\).
You add same number to numerator and denominator, you will get a higher fraction.
Please go through the link ‘fractions’ below.
Start from middle value \(\frac{1}{2}\). The gap is 2-1 or 1.
Multiply each by 4 to get \(\frac{4}{8}=13-9/17-9\). Hence, 1/2 is smaller than the given range.
So the answer is either D or E.
Next, I would take 7/9 as gap is 9-7 or 2, and we can multiply numerator and denominator by 2 to increase the gap to 4.
\(\frac{7*2}{9*2}=\frac{14}{18}=\frac{13+1}{17+1}\)
So, \(\frac{13+4}{17+4}>\frac{13+1}{17+1}>\frac{13}{17}\)

Both 13/17 and 17/21 are greater than 1/2 by more than a little (eg. option D = 5/8 = 0.625, which is only a little more vs Option D = 7/9 = 0.7777 which is significantly more.)
only option D and E are above 1/2, and only option E satisfies the condition that is significantly more than 1/2.
