Hi, 1) firstly its unlike a GMAT Q. 2) You should have added the OA. 3) If I were to answer this:- -- all choices are based on surveillence part --the para does not say/point anywhere towards surveillence. --- Its only the argument of critics.. so only iv can be inferred..
