(A) could have made it back to the shelter before the power plant exploded - Correct. Unlikely is for a possibility/hypothetical scenario so we need could/would + exploded makes sense.
(B) were making it back to the shelter before the power plant exploded - Incorrect.
(C) were able to make it back to the shelter before the power plant exploded - Incorrect.
(D) have been able to make it back to the shelter before the power plant will explode - Incorrect. "have been", "make" and "will explode".
(E) could have made it back to the shelter before the power plant explosion would have destroyed them - Incorrect. "would" with "could", + sentence structure is not correct.
Answer: (A).

I struggled with this question and selected the wrong answer (C). After some research, I believe it comes to understanding the subtle difference in interpretation of "could" and "were able". Given that others were hoping for their survival, I can infer there was time for the astronauts to try to escape before the explosion, which tells me they were able, but could not make it out in time. Basically, the astronauts were in action/in motion, but it was too late...so they couldn't make it out in time.
