Hi,
We can check the underlined portion of the sentence " and ..with.... are prohibitive" and figure out that in order to uphold parallelism, the answer should be between A and B.
However, "cost of an item" is different from "costs of two items" and since we're talking about 2 items here, "costs" is preferred.
So answer is B

Here's the official explanation provided by the GMAC for this question:
What are prohibitive ? For the sake of subject-verb agreement, the plural noun costs must be used rather than the singular cost : the costs… are prohibitive The phrase associated with is required to complete the parallel construction costs associated with upgrading… and with the development of… .
Option A: Singular cost does not agree with the plural verb are
Option B: Correct The plural noun costs agrees with the plural verb are ; using costs associated with means that with upgrading is parallel to with the development .
Option C: From upgrading is not parallel to with the development of

Hi. Two singular nouns joined by the word "AND" make a plural verb.
In this case the plural verb at the end of the sentence is are.
Thus why can't the word cost be singular?
Why can't the cost associated with upgrading data processing be singular?
In this case the plural verb at the end of the sentence is are.
