Average Speed = Total Distance / Total Time Taken
Say Distance = d
Total Distance = 2d
Onward Journey Time Taken = d/50
Return Journey Time Taken = d/40
Total Time taken = d/50+d/40= 9d/200
Average Speed= 2d/9d/200 = 44.xxxx (Less than 45)

What is the source of this question? I ask because it doesn't match up 'stylistically' with how the GMAT would test this subject. The fact that there are two people is IRRELEVANT to the prompt and the prompt doesn't explicitly state that the two people (in a car?) traveled the exact same route back from City B to City A. While the general concept (weighted average 'built into' an Average Speed question) is something that Test Takers will almost certainly see at least once on Test Day, the prompt won't be written in such a haphazard fashion.
