Herds for breeding stock is plural and pronoun 'their' must go with it. That cuts down option D and E. Next we need parallel noun phrase for " a fortification". Only option B matches -parallel noun phrase, correct pronoun usage and maintains the meaning of the sentence.

IMO answer is option B

A. increasing in their numbers,
--increasing in their numbers, and a fortification of their environment.
---not parallel (incorrect)

B. an increase in their numbers,
--an increase in their numbers, and a fortification of their environment.
--perfectly parallel and express the intended meaning (correct)

C. their increase in numbers,

---awkward construction ---bison herds increase in numbers--does not make sense--increase in their number express the logical meaning (incorrect)

D. an increasing in numbers,
--increasing is incorrect over here--increase is required
---also it is not clear whose numbers are increasing (incorrect)

E. an increasing in the numbers of them
--increasing is incorrect
---numbers of them - this is not the correct way and wordy--their numbers would be preferred over this (incorrect)
