In option E the pharse "Before a third vote on Friday afternoon" specifies sequence of event isn't? in that case shouldn't we use a Past Perfect tense?

The past perfect tense is used to look back from a point in the past to another point earlier in the past. It helps to show which event happened first when we discuss two events, both of which occurred in the past. Let us consider an example:
I arrived at the airport at 6pm. The flight left at 5pm.We can express the above using a past perfect tense.
By the time I arrived at the airport, the flight had left.The past perfect tense is used to refer to the earlier action among the two.
In the question given and option (E), you can see that the "third vote on Friday afternoon" is not the earlier among two actions, both of which occur in the past. Hence the usage of past perfect is not appropriate in this case.
