The passage itself is inherently contradictory. For example, it states that "An e-cigarette simulates the feeling of smoking without all the harmful effects of nicotine." but in the next sentence, it states "However, teenagers addicted to the nicotine in cigarettes are unlikely to switch to e-cigarettes." If e-cigarettes does simulate the feeling of actual smoking then they would also engender the feeling in smokers that nicotine creates so they would have no reason not to switch to e-cigarettes.
Secondly, there is nothing in the passage which sheds any light on the possible reaction of adult smokers to e-cigarettes so the OA assumption is without any basis.
